I noticed this evening, trying to call an O2 mobile that was switched off
(and answerphone disabled) that, unlike before, they now connect the
call thus making the recorded message stating the person is unavailable
chargeable (and a call from my O2 PAYG shows my credit dropped..)

How long have they been doing this?

If memory serves correctly they did this years ago (as Cellnet) until
Oftel told them to stop charging. What happened to reverse Oftels
decision?

As I understand it the standard not available or switched off messages
are still free, but theyve introduced a new service that sends the
person a text with your number and that is whats chargable.

Thanks for that- my folks have now switched it off on both of their lines.

It should be opt in only, not opt out, but it appears some people have had
this service enabled without their asking.
