I have set the display timeout to off.

When the backlight went out, I thought the setting had not worked, when
I looked really hard at the screen I could /just/ make out the menus
really faint.

Is this normal for this phone?

The Moto c350 and Sony t290i I owned previously sctreens were a lot
better when the back light went out.

With the backlight out, I cant see ANYTHING on mine.
