I dont know what orb is, but the Orange package is not restricted. its
full internet.

But at 9.6kbps I dont think itd be much use for Orb (which is a way of
sharing videos/pics/music/tv from your pc over the net). T-Mobile do
offer 3G speeds on their PAYG but AFAIK its limited to use on-phone.
If Orb works on a Windows Mobile based smartphone then you could
probably justify this without a problem. If it needs a laptop then they
restrict your speed/access (I guess).

Worth a shot at least!
