In a general sense, you have to wonder just how much weight a standard
has if its supported by 5% of all browsers in use and MSIE uses a
different standard thats happily being used by 95% of browsers in
use. If MSIE is far and away the standard browser, then to a
developer, that is the standard to code against, not some document
that some standards committee might get around to agreeing on (unless
of course they tally).
